Symbols, emoji and styled letters
Symbols like ★ and ❀ are text: they take the same colour as the words around them and keep a simple outline. Emoji are drawn as small colour pictures, and each phone maker draws them its own way.
That's why the frames here are symbols. They match any style, look much the same everywhere and don't clash with a colour scheme.
Adding emoji
If you want emoji too, copy your styled text, paste it into the app and add emoji from your keyboard as usual. Emoji are characters like any other, so they sit happily next to styled letters.
Go easy on both. A screen reader may read out every symbol and emoji by name, which turns a short line into a long one.

Yes. Paste your styled text, then add emoji from your phone's keyboard. The tool itself only adds text symbols, which look the same on most phones.
Why do symbols look different on another phone?
The symbol is the same character, but each phone draws it with its own font. Shapes and thickness can change slightly between iPhone, Android and computers.
