PNG keeps what's there, but adds nothing
Converting a JPG to PNG doesn't bring back detail. The PNG has the same pixels as YouTube's JPG, including any compression marks. What PNG gives you is a file that won't lose more quality each time you edit and save it, and a format some design apps and upload forms ask for.
PNG files of photos are usually much bigger than the JPG they came from. If you only need to look at or share the image, the original JPG is the lighter choice.

YouTube takes both. Watch the size limit if you upload from your phone: 2 MB for a video thumbnail. A large PNG can go over it where a JPG of the same image wouldn't. From a computer the limit is 50 MB.
